Culver City, California — June 1976— A construction crew working on Venice Blvd. In Culver City, California, hit a petroleum pipeline. The explosion killed nine people and an entire city block was burned to the ground, causing millions of dollars worth of damage. New Milford, Connecticut — November 2005 — Gas officials claimed a construction crew illegally used a backhoe near the utility's underground pipeline, causing a rupture. A dozen business customers lost service along a 2-mile stretch. Construction crew may face fines of up to $40,000. Accidents similar to the above have caused states to pass laws that require anyone who digs to notify the utility companies before starting, and for a good reason. Digging can be dangerous and costly without knowing where underground facilities are located. These laws require that Excavators: · Call One-Call Centers and give a notice prior to excavating · Delineate (outline) their job in white paint. · Hand expose to the point of no conflict within the tolerance zone Utility companies are required to: · Mark or locate their facilities prior to the start of construction |
